Might be.
I'm pretty sure that I've downloaded all the necessary files. Now to just get the time, to do the dirty deed.
Thanks Guys!
Problem solved!

Many years ago I used programs like Thunderbird to download and view my emails. After going through several Windows install/reinstalls and losing my emails I gave up on using an offline email client. Since then I have used web mail. Now the emails always stay on the mail servers so there is no chance of losing the emails. Of course I could always accidentally delete an email on the server but that is a small price to pay for peace of mind.
I have two email addresses that I cannot access via either Windows Mail or O.E.Classic. So I have to do the Web-Mail thing. I find it slow, labor intensive and really not User Friendly.
So I just don't use those addresses for anything important.
In the article I was linked to, I found everything I'll need to install Windows Mail on my Windows 10 and hopefully my Windows 11 PC's.
It was actually easy to install Windows Mail here on Windows 8.1, so that's what I use.
Happy Holidays, Mates!

OK, Update:
I followed the Link to the Tutorial on how to re-activate Windows Mail in Win-10 and possibly even Win-11.
I downloaded all the recommended files, unzipped all the ZIP folders, etc.
Put everything on a Flash Drive and followed the Tutorial for installing all the files on my Win-10 PC.
Finally, after performing all the gymnastics, I did get Windows Mail to open, and even display the Welcome Message (email, in the In Box)
But I was stopped cold there!!! When I attempted to open "Accounts" (so I could create an email account) I got nothing!
No error messages, just NOTHING. So I was stopped cold there. I surely could not receive or send email, without first creating an account.
So, if I want to send an email from that install of Windows 10, I'll be using the FREE version of 'O.E.Classic'. It works just fine on both Win-10 and Win-11/Pro/64.
The only drawback to O.E.Classic, is that if you want the very latest updates, you'll have to BUY the program. I did buy it once, for my main PC, running Windows 8.1, (so I could access more than two accounts, and use Spell Check 100%) but that lic. does not work on any other PC's. (the Paid License is only good on One PC)
Thanks to everyone who responded with helpful posts.
I'm just giving up for now, but not Forever!
Cheers Mates,
TM
PS: I have found an alternative, called WMRestore.exe. It does install "Windows Mail", and it works just fine. I was able to install it, set up one GMail account and even send an email. But, without paying for a License to use it, it's only good for a 15 day Trial. Arggg!
If I had just one PC that I needed to use it on, and that PC was running Windows 10 or 11, I would probably bite the bullet and BUY the program.
