I used the startup section of task manager to set Edge to not start on boot up. It is never running now in the background. It doesn't stop W10 from using it when it needs to. When CCleaner runs, the Edge files don't show to be deleted, or stop to force Edge to be closed for CCleaner to continue. I have CCleaner set to delete all Edge files with 3 overwrites.
Update: W10 continues to use IE11 for the news information on the task bar. I expect Edge to be used for this when MS eventually removes IE11.
