Getting a failure when opening browser

I'm not sure what is the cause of the following error. My tech skills are way below par, so I'm totally lost. Not sure if the error is a browser issue, an SSL issue (it sure looks like it), a windows issue, a network issue or even a router issue. I'm using windows 10.

    ERROR

    Secure Connection Failed

An error occurred during a connection to Google. SSL received a record that exceeded the maximum permissible length.

    Error code: SSL_ERROR_RX_RECORD_TOO_LONG

The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
Please contact the website owners to inform them of this problem.

    END OF ERROR

I found a tool that said it was a SSL checker. So I ran it and got the following message:

Notice: Undefined index: g-recaptcha-response in /var/www/html/livecheapsslsecurity/publich_html/ssltools/cert_check.php on line 4

If the above is the issue, I have no idea how to fix. Needless to say, whatever is causing the issue, I have no idea how to fix. Any thoughts or help would be appreciated.
