Maybe try offline (no internet)
Press the Windows and "R" keys simultaneously, type or paste "cmd /c start msedge -inprivate" into the "Open" box and click "OK". When Edge opens in private mode, click on the three dots in the upper right corner, scroll down and click "Settings", then click on the three horizontal bars in the upper left corner, select "Start, Home and new tabs" and select "Open the new tab page", Then close and restart Edge normally.

Thanks for your replies, but I never used to have this problem. In the past, Edge would behave like Chrome and only open a few windows and tabs and not overwhelm my Windows 10 PC.
It's so strange that it does this now.
It seems that it's restoring a session or else somehow it's been set to open all those tabs on startup.
If you are worried about deleting files just copy then elsewhere as a backup then delete from the folder shown.
Or if you've signed into edge using another profile instead of the default profile then find those files in the profile being used and delete them.

I can't open Edge on any other device because my Windows 10 PC is the device with the most RAM(8GB).

Sorry I wasn't clear.
This is what I want:
Currently, Edge tries to open every single tab/window I had opened in my last session and this makes Edge unusable because it overwhelms my Windows 10 PC with 8GB of RAM.
In the past, Edge would only open a small amount of tabs/windows from my previous session and all of the other tabs/windows would be a "sleeping state" so they weren't using all of my RAM.
So did you try moving your tabs and session date elsewhere as a backup then deleting the original files? (When Edge isn't running). See post #13.
That works for me. Restoring the backed up files (When Edge isn't running) undoes the changes just in case it doesn't solve the issue.
I'm talking about Edge user profiles as stored by the browser. I'm not meaning other devices. Look for profiles here;
C:\Users\YourUserName\AppData\Local\Microsoft\Edge\User Data
The usual profile folder is named "Default" and inside that there is a folder named "Sessions"
If it exists deleted the session file and tab file inside the folder.
Then launch Edge.
Or go to Go to C:\Users\YourUserName\AppData\Local\Microsoft\Edge\User Data\Default then rename "Default" to Default.old or something like that.
Then launch Edge. Obviously if you rename the folder it won't load your profile when launched and it will create a new Default profile.
Then you can copy bookmarks, history and so on from your old renamed default.old folder into the new "Default" folder.
