send mms or text message to Verizon phone from outlook.com?

I would like to know if this is possible.
I tried just sending to myphonenumber@vzwpix.com, but it gets rejected I assume due to not being authorized.

Gmail can do it using an authorization routine that sets it up with a confirmation number.
I get this back, I took out the part mentioning my email address

    Undeliverable MessageMMSC NDR Administrator <sysadmin@m16.vzwpix.com>

Message could not be delivered to mobile.
    Error:

OK now, I had done this using a rule, maybe made a mistake as when I try it manually typed in, it works for sms and mms

Found out if I manually type it in and send it, then it works.
But if I set a rule, it does not work, comes back undeliverable.
I also notice in setting up the rule, it has no run icon, as in run now, like all the other email outlook rules can do.

    Does anyone know why?

I think I know the reason, Microsoft does not allow that rule in the outlook web client.
Obviously it works manually to send them to mms phone message.
They do allow it in Outlook, and other paid apps, so will mark it solved

I could set this up as in forward to gmail and gmail sends the mms, but that Verizon does not like and it is unreliable, they arrive out of order, hours late or not at all. And it adds time.

Ideally Outlook, would be nice to have a permanent notification appear in the phone screen forcing you to check .
What I am doing is using ContaCam, a camera video motion surveillance program to send an email to outlook.com, then yes, you do get a momentary notify in the android phone, but it vanishes off the screen. So you may not realize you had a visitor.

I won't obsessively check for new emails from Contacam, can you imagine doing that.
