Your build 'suddenly' changing from 1803 to 20H2 is even stranger.

If you run winver (as the forum prompted you when you wrote your first post) what build number is reported?
It didn't suddenly appear, it took a lot of downloads, restarts, etc. What I don't know is how it went from Version 1803 is up to date to downloading and installing Version 20H2. Yes, Winver reports Version 20H2, Build 19042.1320.

Private Window gave same results. Will try a new user later.

Another thought- there is kind of a link to Edge.. but I don't see why it would do what you see.
Anyway, try disabling the bottom option if you haven't already:

And if I bring up the settings menu, there is one of those slide buttons that can be set to off. BUT, it always turns on the next time I start Edge.

I can use the Edge menu to move the slider to off, but every time I refresh the page or restart Edge, the slider gets set to on.
Could you clarify which slider button in Edge Settings gets reset to on?

On Edge home page (Bing) upper right, three horizontal lines, click on the three lines. At bottom, there are three sliders. Middle slider is the one I use.

OK. Bing settings (including "Show news and interests" there) are unrelated to any Windows or taskbar setting; and would be retained in a cookie. If you delete cookies on closing Edge, then those will keep getting reset to defaults.

That setting is at Edge Settings, Privacy, search and services, Clear browsing data on close, Cookies and other site data.

Turn that off and your Bing setting for Show news and interests should the remain off.

For test purposes, please create a new user, log in as that user.
Do you then see the same thing?
OK, as new user, the "News and Interests" can be turned off and stays off on screen refresh and Edge restart. The slider remains in the off position.

    Thanks for your reply.

Cookies are not deleted when Edge is closed. And no cookies are blocked.

    Thanks.
Hopefully with the other guidance above you can identify the difference between settings in the two cases.

Does your home page look like this? If not you could have a Bing extension installed.
