I tried to install AVIRA PHANTOM VPN and got an error activating it.

Can you post a screenshot of the error?

Have a look at these sites, specifically the comments at the top and just below the top related to surfing the internet in Thailand.

Keep in mind that these sites are advertising VPN services and may have some bias.
That said, if a political agenda is manipulating what I care to view from Canada, you can bet that Thailand is likely worse.

That looks like a bonus, at least you're only being blocked to specific sites instead of all German sites.

This posting is quite old, however; I can't imagine things have radically changed in the past 5 years.

I'd suggest your only solution for free access to many sites from Thailand is by using a VPN service.

There's a very good chance that no, you will not have access to many sites as per the links I posted previously.

The only relevant reference to "other users" would be the other users that use the same ISP as yourself. The manipulation of content viewing can be ISP dependent.

Think of the internet as a web of IP routers or servers, all interconnected between different ISPs and web servers. To surf, your browser uses a DNS server to convert the alphabetic url to an IP. This IP is used to identify a webserver which is listed in a routing list on these routing servers.

The routers all use a routing table (list) that must be provisioned to list the shortest or best suitable route to get to the webservers. When a political agenda is allowed or directed to influence the routing list, getting there can be impossible without using a VPN. Any ISP can be forced to make certain that specific websites or regions are not accessible for their customers. The ISP must comply with governmental directives or they will be shutdown.

This is a very simplified explanation to show the relative architecture of the internet and path to a web server location.

You could try changing your DNS to a public DNS like Google and that may help, I suspect you can't avoid this issue without using a VPN service.
When using your ISP's default DNS, this could possibly influence your ability to see some sites.

    From a Command Prompt type the following;

    Code:
    ipconfig /all

I like to use DNS Benchmark to confirm the best current DNS servers to use.

In the past, I was able to connect to phraseexpress.com without problems using the same ISP. Users from the same ISP are able to connect now.
I did changed IPv4 and IPv6 DNS Server Addresses in Windows.
    Here is my IPCONFIG:

Try removing the third dns ip, 192.168.1.1

This will use the dhcp assigned DNS from your modem, your ISP's dns.

If you know other current users with the same ISP, ask them which DNS they're using or better yet, ask them for a screenshot of ipconfig /all.

This way you will get both their IPv4 & IPv6 info.

Have you always used the same DNS servers?

If yes, as a test, try using a different public DNS from the DNS benchmark app.

In all honesty, I don't expect your DNS is the problem. If it were, I'd expect your tracert results to be different.

The internet world is very dynamic and ever changing. Just because DNS xyz worked wonders yesterday doesn't suggest it will still work today.

You mentioned that other users of your ISP in Thailand have access to this url, have you confirmed this information isn't for last week and is current for today?

Do you personally know of one of these users and have contact with them to confirm or just heard from someone who knows someone else?

Have you tried using the DNS Benchmark app to identify other suitable DNS servers?

I was thinking that your DNS servers were unlikely to be the source of the problem based on your tracert results, however; the more I read on the topic, I'm more suspicious that the DNS is more likely to be the problem.

It would be helpful if you could substitute your current DNS servers with 8.8.8.8 & 8.8.4.4 or another public DNS identified using the DNS Benchmark app.

Have a look at this website. This discusses how some ISPs use Transparent DNS proxies to redirect or censor your use of public DNS servers.
In other words, regardless of whatever DNS settings you setup, the ISP will capture the transmission and redirect as they see fit.
The easiest work-around is using a VPN service.
