In this pic... only the middle list of bookmarks is long enough to be scrollable.
If the cursor is resting on any individual icon in the middle list... I can wheel scroll the middle list.
When the cursor is resting on the HOME FREE folder icon in the middle list, I can't wheel scroll the middle list anymore.
I believe this is because... even though I have the cursor on the middle list, the bookmark's "focus" is really on the right hand list, which isn't long enough to scroll.
I just moved a really long folder to within another really long folder. Aka they are both long enough to NOT fit on my screen.
Any time the cursor is hovered over a folder, that list of bookmarks will not wheel scroll, while the cursor is hovered over the folder icon. As soon as I hover the cursor over a non-folder icon, that list will scroll again.
As far as I know... it's always been this way.
Lastly... when I have the cursor hovering on the HOME FREE folder... and I use the arrow keys on the keyboard... the right hand list will scroll. However, the right hand list won't scroll with the mouse wheel.
If ANY of this has changed over time, I probably wouldn't notice it. My screen is 2560 x 1600.
I only have three folders with enough bookmarks inside, to be able to scroll. AND...
I've never been is so much of a hurry that I needed to hover the cursor over a folder icon on one list, and have the wheel be able to scroll through the items on the list that is within the folder icon that I am hovering over.
I never even "tried" to use the arrow keys to scroll, until just now.

My Firefox is useless now it went down out of nowhere and when i did get it some what corrected had a white outline around the browser.
I kept reinstalling using Ccleaner to clean files etc it still will not act correctly i just ended up directing my stuff to Chrome.
It looks like FIREFOX is totally broken and will not cooperate no matter what has been done.
