What's going on, first time this has happened.

Don't know if it's related but after all the latest updates the restart screen gets stuck for well over a minute from its previous 10 seconds.

Have you tried updating ESET
Running ESET on Windows 10, compatibility with Microsoft updates | End of Life | ESET Knowledgebase
or indeed temporarily disabling it, there are reports of ESET apparently causing slowness on the latest windows 10 build
Eset is up to date 14.2.10. Paused it but same result.
Stopped the Edge services and restarted them, success, just updated.

I presumed perhaps wrongly that you would have done so, as the message on your screenshot says
to do so.
Updates are underway. Wait a few minutes, then refresh the page.

Yeah, after a little digging I discovered that for whatever reason the setting for deleting pagefile on shutdown was set.
Once disabled back to speedy restarts. Thanks.
