The problem here is, I've been using the userChrome.css file for maybe 8-9 years.
If it ever did something else, I don't remember.

It may also be something in Tools > Settings I guess?

    Mine is set like this...

    Attachment 335849
I'll run a test to see if Chrome shows a display ...when I d/l a file...

The downloads progress bar is under Tools > Downloads.

It's been that way as long as I can remember.

If there is a setting for downloads in userChrome.css I don't know where...

Also there's an index at the top...

      - other button settings
      - custom BACK and FORWARD buttons appearance
      - APPLICATION/HAMBURGER BUTTON
      -- visibility / popup
-- buttons appearance on navigation toolbar / in Firefox titlebar
      TABS
      - custom tab appearance / old squared tabs
      - TABS TOOLBAR POSITION
-- below titlebar / navigation and bookmarks toolbar / main content
      - TAB TEXT - colors/shadow/weight/style for default/active/hovered/unloaded tabs
      - MULTIROW / multi lined tabs
      - TAB TITLE IN FIREFOX TITLEBAR
      - empty tab favicon / custom tab loading animation / tab close icon settings
      - settings for DEFAULT TABS / other tab settings
      GENERAL UI
      - general settings / close icons / page context menu items
      - overflow menu / sidebar / findbar
      - SEARCHBAR
-- general settings for default search
-- OLD SEARCH + old search 'about:config' settings
      - MENUBARS bookmarks menu popup items
      TOOLBARS
      - ADDONS BAR (simulated bottoms toolbar)
      - GENERAL TOOLBAR settings
      -- toolbar context menu settings
      - MENUBAR settings
      - bookmarks toolbar settings

You sure it wasn't another browser?
I ONLY use Firefox, and I haven't seen a popup progress bar for downloads, in as long as I can remember.

Maybe if you turn OFF the Menu Bar in "Customize" you'll get a popup like that.
I ALWAYS run with Menu Bar turned ON.

Since I've always had Menu Bar turned on... maybe that's why I never see a popup progress bar for downloads?

    Yeah...

    browser.proton.contextmenus.enabled = False <-------- (bookmarks spacing)

browser.proton.contextmenus.enabled <---- changing this to false does not work
