Use about:blank as the start/home page URL.
However, that won't work for a new tab in the same browser session (How dare a user want to change what Microsoft wants to impose!!!). Best way is to create a shortcut icon in the Favourites bar, and right-click > Open in a new tab
Even better still, teach Microsoft a lesson and use another browser (Firefox, Brave, Vivaldi, et al)
3 Dots > Settings > On start-up > Open specific page or pages > click on Add a new page, and edit to make that about:blank
This has been the same principle for decades with various Web Browsers.
New tab page > customise > .... not a lot of choice, but you can reduce it to Bing search.
And make sure, everything is off, it took me several days to find out as well, MS wants us to be informed.
This will always happen if you persist with Microsoft Edge. Updates will "grab back" any settings you've changed so Microsoft can force the user into their standards of use for their product.
Another example is defaulting Edge back to being the pdf reader, even if you've got, and set, other dedicated pdf programs to be the default reader.
