Google Chrome Sync Paused

Not sure what caused it but for some reason google chrome keeps pausing sync and I have to sign in every time I open the browser. I switched to the hidden administrator account and the issue is not there. I have uninstalled chrome, reset chrome, added the address to the cookies section. I've done it all. I do not know what else to aside from a fresh windows install.

Yes I have. In the end I decided to reinstall a clean windows 10 because certain programs refused to open, there were integrity issues, it seemed slow, there was just too much going on.
