I would like to run a pop mail client on my pc, such as Outlook or Thunderbird, which is then linked to my outook.com web mail, and keep them in sync.
Is that possible?
Also if setup, is it possible to download and save all previous web mails already on the outlook webmail server ?

What are you trying to sync?
You can set up MS Office Outlook to use pop to retrieve email from an Outlook.com account.
- With pop you will download all emails on the server [whether you like it or not].
This is not, in any sense, "syncing" so I am concerned that I have not understood your question correctly.
pop is generally regarded as insecure.

By sync, I really mean the same as downloading the mails. However, I am not sure if Outlook keeps a copy online, or every mail just simply be moved to the pc.
Instead of installing Office Outlook, I had just started up "Mail", and it is working. Is that the same as Outlook.
What I am not sure is, if Mail uses POP and SMTP and keep copy of the mails on the pc?
Would you know ?

If you set up Outlook.com account in Windows mail, it probably uses Exchange, which would be the best option, better than Pop, anyway. This is the case, when you put in your outlook or hotmail email and let Mail do the rest.
In this case you can have your mail and calendar synchronized with Outlook.com, and other computers too.
You can choose how to sync older messages in Mail/Settings/Manage accounts - select account and details. I'm using all - so even the oldest messages are saved on my computer and copy is on server.
You can set up pop in MS Office Outlook to leave a copy on the server & you can set up its pop to remove the copy on the server once it has been downloaded. It's your choice.
In general, I don't see the point in leaving a copy on the server if you are using pop but there can be circumstances where that is useful.

- It uses pop email retrieval and it is set up to leave a copy on the server so that all email can be downloaded to my main computer when I get back [at which stage the server copy is removed because that's how I've set up the main computer's pop].
No. Mail is not MS Office Outlook. They are different 'email clients'.
Yes, if you set up an email client to use pop, once the emails are downloaded to the computer they stay there unless you delete them.
- I do not know if Mail or other email clients have the option to leave pop email on the server. They might well have that option but I simply do not know. All I know is MS Office Outlook.
