Dropdown Menus Slow in both Chrome and Edge

In both Edge and Chrome browsers, when I click on a drop down menu, the list is unresponsive for several seconds before I can scroll down the list. After scrolling for a few seconds, the list will become unresponsive again.

For example, a dropdown list of the 50 states or a dropdown list of Cities.

This happens on multiple websites. I first noticed this issue a few months ago.

How can I troubleshoot this issue? Thanks!

This has been happening to me for over a year. I first notice the slow response and delayed behavior in gmail. I removed all extensions which helped but it didn't last so I reinstalled my essential extensions. I've scoured and cleaned my PC for adware, spyware, and viruses many times, even once by a professional. I have cleared my cache hundreds of times. I've reinstalled the WIndows 10 OS and all software twice in 18 months. I thought I had it narrowed down to Adobe's automated customer feedback program running in the background but as it turns out that is not it.
