I use 2 Hotmail (& 3 other email) accounts on Outlook365 and have been experimenting with both Junk mail folders. With the current peak in Covid-19, Junk mail activity has slowed considerably. At least 1 address seems to be successfully redirected to the inbox. I don't understand why the redirect configuration appears to change and behave intermittently.

Have you confirmed that the desired mail address is not listed on the blocked address list?

Like many MS products, Outlook Junk mail features appear to have a learning period and behave in a dynamic fashion.
Have you considered temporarily changing your Junk mail options from Exclusive to High, run it in that configuration for a period and then if the redirect of your Dell email is successful, switch back to Exclusive?

I'm not using MS Office/Outlook, I'm using the web based version accessed with my browser.

Dell is NOT in the "Blocked senders and domains". But is in "Safe senders and domains" and "Safe mailing lists".

Sorry Jack, I jumped to the conclusion you were using Outlook from reading your post below.

So, for clarity in my mind, you use Outlook strictly for your ISP's email service but webmail for your Hotmail account, correct?

I have never had much success fighting the webmail interface for Hotmail, it just seems to do as it pleases.

I have had good but not complete success while tweaking an Outlook client, it seems far better than webmail adjustments.

If you use Outlook for your ISP email, have you considered adding your Hotmail account to Outlook so as to potentially improve Junk mail folder management?

I too have Outlook 365 for my POP (ISP) e-mail address. I use the hotmail address for forums and some e-commerce sites.

I tried integrating hotmail (as it was called at the time) and didn't like it. I prefer to keep the accounts separated. Only thing I have an issue with is dell.com. Everything else works as its supposed to.

It gets worse. Now outlook.com is completely blocking dell.com. Notices are not even getting to junk mail folder.

I found and tested one more potential solution. Brace yourself, this is a bit nuts but seems to function for me.
You require a Gmail account for this silliness to work.

    1) Configure Hotmail to forward all email to a Gmail account. Add the Gmail address to the Hotmail contacts list.

    2) Send a test email from Hotmail to Gmail.

    3) On Gmail, add Hotmail email address to Gmail contacts list.

    4) Configure Gmail to forward all email to Hotmail account.

    5) Reply to test email and send back to Hotmail.

    6) In Hotmail, add test email address from Gmail to safe senders list.

I know this process is bordering on insanity but it seems to work for me. I still have mine configured in that fashion for testing.

Maybe Microsoft has it out for Dell and is behaving in a child-like manner.

I'm tempted to subscribe to Dell forums to see if the email get eaten & discarded when sent to my Hotmail account.

Ain't gonna work. Outook.com is blocking all messages from dell.com. This happened before and from what Dell found out, if a sender is always going to the junk mail folder, after a period the system assumes its junk and blocks it before it gets to the addressee's e-mail account. Dell had it unblocked but because Outlook.com would only deliver to the junk e-mail folder, even though it was marked as a safe sender, it got blocked again.

I have my POP mail account and I'm going to change my Dell e-mail to that. I use Mailwasher Pro and pre screen messages before they get to my POP mail (Office/Outlook) so if garbage shows up I can delete it before it gets to Outlook.

If all goes OK with the POP mail I'll mark this solved (even though it really isn't).

    Isn't that just special?

I wish that even half the garbage I've been receiving for years would stop arriving in my Junkmail folder.
It never seems to end, even after setting specific rules and identifying it as junk, it keeps arriving.

I'll keep watching for solutions but not holding my breath.

I changed my Dell e-mail to my POP address and notices working OK. Too bad I had to do it but chalk this one up to Microsoft.
