I have no advice to offer you unfortunately, but wanted to say, you are not alone with this issue. I have tried everything under the sun, for a long time, and still have the same issue as you.
Some days it works as intended, next day, back to sending contacts to junk. You're fighting a losing battle. Microsoft is to blame, not you.
The "Rule" didn't help. I'll wait and see what happens tomorrow. Maybe something has to be recycled overnight?
I added a wild card Dell e-mail address to safe senders, see what that does. I added *@dell.com
I found that the simpler form
dell.com
worked better. I did not make any notes at the time that I can refer to now but I started off, as you have, by using the form@Dell.com or *@Dell.com before finding that
dell.com
worked better.
On 29th March 2021, my Outlook.com account's junk mail filter actually caught & stopped a piece of junk mail.
First time in years that it has done this.
It normally prefers to take umbrage with emails from perfectly normal senders that I have been getting perfectly normal emails from for ages.

I'll try just dell.com as the others didn't work.
I wonder if I've been automatically filtering my view for many years such that I chose to ignore what was right in front of my face.

The funny thing is that the rules I've configured over the years seem to work on the Junk mail folder but as we all know, they function as hit & miss, at the best of times.
This solution looks promising but I won't have time to test it for a while, I have too many outdoor/household related tasks to complete before the bugs become unbearable.

This is another 'manual' type solution that could always be automated. I don't appreciate how they make reference to 'The Safe Senders' list as though it actually functions for the Junk email folder. I'm looking forward to testing the above solution instead.

Those are different panels and settings than the web (browser) based Outlook.com.
I also generated a report, as this panel suggests if the rules are not working corrrectly. No idea who or if its ever acted on.
I did not realise that you had changed over and were now trying to use rules instead of safe sender entries. That does not work.
- Outlook.com Safe sender / junk mail checks are done before Rules so Rules have no effect over them.
- Safe sender / junk mail checks have an equivalent of 'and stop processing further rules' so they cannot be automatically moved back out of the junk email folder.
- Similarly, Outlook.com does what it wants before any email client gets a look-in so nothing in MS Office Outlook has any effect.

I looked at MS Flow, but it seems over complicated. Unlike the author I check Junk e-mails every time I access outlook.com not every couple days.
dell.com is the only address that has caused a problem. Others work as they are supposed to.
Sad to report no change, whatever I try. I mark them as "not junk" whenever I get one, maybe over time Outlook will "catch on"
