    Good question!
looks like you can't except to choose never translate this language to remember your choice.

I tried to see what is edge doing when clicking this option, but there is too many operations to figure out, most likely it saves info somewhere into:
    C:\Users\USERNAME\AppData\Local\Microsoft\Edge\User Data\Default\*

You can turn off offer to translate:

Turn On or Off Offer to Translate Pages in Microsoft Edge Chromium

Then use a Chrome extension in Edge instead.

This one translates pages to your desired language via right click context menu.

Translator - Select to Translate - Chrome Web Store

Thanks for the good information on the workaround Callender.

Another workaround is to disable automatice translate suggestions and use the right-click menu option to translate.

Unfortunately both of these workarounds results is the disappearing of the funny-button. The main goal of my post was to find out how the keep the funny-button.

Not sure why you'd need the auto-translate button as it is responsible for producing the offer to translate pop up that you want to get rid of. Disable that feature and you have no button. You can't change the button behavior but you can use an alternative with no pop up.

me neither, just as I have no idea why I need Pizza once a week

I would like to keep the button to translate a page but not get the popup. Popup is annoying and useless to me. Using the right click menu is difficult and cumbersome. Keeping the button allows me to translate in the most easy, fast and standard way.

It depends what extension you use. The one I linked appears to have been withdrawn. All translate/ translator extensions are going to use some third party to translate.

    Others:

Chrome Web Store - translate (google.com)

Chrome Web Store - translator (google.com)
