Setting connection to metered worked just fine. But today outlook of settings (Windows+I) changed. There is some summary at the top when you open it and rewards... While I didn't do updates awhile...
Current Windows version: 20H2, build: 19042.1165
So it checked for updates today at 5pm, it didn't previously - I don't think. And at Windows bootup: it wanted to install mouse drivers, which could have theoretically another explanation. Maybe mouse did reset, as I disconnected PSU and unplugged mouse, but after PC was off - no idea! And connected it before I started PC! Still it doesn't explain that Windows checked for updates and outlook of windows setting changed!
TO add: I also use these commands which were recommended to me from this thread to block updates:

Damn these commands for preventing driver installation don't work (as I was saying awhile)! I AM getting pop ups lately to install mouse drivers! I used many more and no tweak ever worked to disable automatic driver updates!!!
