    Initially, Flash Player was integrated with Microsoft Edge in Windows 10. You didn't need to install Flash Player.

    Try this -

    In Edge, click the three dots at the top right, then click Settings. Navigate to Site permissions, select Adobe Flash, enable the Ask before running Flash.

    Generally speaking, Flash in Edge should have been removed by now.

    Thanks. I just found out that the one for 1903 does work on 1909 just like it says in the description, but the reason it failed to install for me was because I forgot to close my browser first.

    Yes, it should - but apparently even running KB4577586 is not enough to get rid of it.

    Looks like MS did not want Flash capability for Edge to be removed or they bungled it.
    Need to submit a bug report but don't get your hopes up for a quick solution.
