When I go to compose a email in my Gmail account I get the following attachment list below.
Its like they have Disabled my --- To, CC, BCC tabs?
I have a full Contact List and in hopes someone out there would know what to do as Gmail doesn't.

If you click on the Google apps icon in Gmail (outlined in red) and select Contacts, what do you get?
That's just it as I get all the Google stuff and even the Contacts that I have.
So Google apps > Contacts displays all your contacts?
So when I compose an email in Gmail, I enter a letter in the To, Cc, and Bcc boxes to bring up potential contacts to include.
So if I wanted to add you, assuming your email was "artic@whoever.com", I would enter the letter "a" (no quotes)
I don't send emails to huge lists, so it works for me.
Gmail always would throw up my contact list when i clicked on BCC but now it shows nothing? I have to give the first letter of evert person i want the email to go yo.

Its back to working again!!!! It just started working tonight for some reason.

Works on my Gmail account as well, when clicking directly on the text for To, Cc, and Bcc, when displayed on the left side of the compose window, as in post #6.
