Win10 Mail is only retrieving what's in your hotmail account, not assessing it's 'spam' markers. You need to look at your hotmail account in a browser, like Edge or Chrome. From there, are options to mark Safe Senders and where to send Spam. Here's what my mail looks like in Edge. Hit the 3 dot menu icon in a selected message from a Sender, to bring up options that may help you redirect that in the future..

And do note that Hotmail is merging or has merged into Outlook.com which is also an Online/Webmail function [announced some time ago], not to be confused with Microsoft Office/Outlook. Both Hotmail and Outlook.com end up at Outlook – free personal email and calendar from Microsoft. I have an account in both [several years old] and have to log out of one to check the other, no longer separate URLs.

In the Win 10 Mail App:

Right click on the message in the Spam folder and 'Mark as Not Spam'.

On the Email at the top there maybe an envelope warning with 'This message has been identified as junk.' after which is a 'Not Junk' link.
Either will do, and return the message to the Inbox.

The system will, after time, teach the spam filter to your requirements.

You can also access your Email Account with Webmail and do the same thing.
