I have tried scads of samples of a way to turn off internet explorer.
NONE WORK FOR ME!
The thing is very annoying.
They use terminology and don't give any instructions on how
to get to that place.

What do you mean by "turn it off" ? More detail might help.
Start> Run
type optionalfeatures
Then turn it off. Note: I don't even have it.
If you've already done that list all of the other methods that you've tried to avoid wasting our time.
