I used the .reg file and it works perfectly. Now I wonder what would happen if you changed your default browser to, say Chrome. Would Outlook links still open in IE?
In W7, when you click on a link in Outlook07, the link opens in a new tab in IE11. With this .reg fix, the link opens in a new window in IE11. If Microsoft fixes the problem with the link between Outlook and IE11 in their November(?) refresh/update so a link opens in a new tab, how will we know if they have fixed it without reversing the .reg fix.
I am very happy with the fix. I would just be happier if the link opened in a new tab instead of a new window.

Caveman, Microsoft won't fix the problem in an app as old as Outlook07. The failing only happens with the combination of Outlook 2003, 2007 or 2010 (all of which are considered "obsolete"), IE 11 and Windows 10.
It was explained in the Office Technical Preview group, but since Office 2016 has been released, the group has been closed and I can no longer get to the explanation given by an Outlook MVP.
Thanks for the response. I can learn to live with it. I was not happy with the pricing of Office16 in one of the technical emails I read last week and I don't think $100 a year is what I want to spend for Office 365. So I guess I hold onto Office03 and Office07 for as long as I can.

I have an Enterprise copy of Office 2007 that installs and updates on any PC with no key needed. I'll stick with that.
