Look at the default protocols for Outlook and URL:
Control Panel > Associate a file type or protocol with a program
Scroll down to the Protocol listings
HTTP URL:HyperText Transfer Protocol Internet Explorer HTTPS URL:HyperText Transfer Protocol with Privacy Internet Explorer FTP URL:File Transfer Protocol Internet Explorer
I haven't used Outlook (OL 98 was the last version I had a license) in many years, but there's a fragment memory that indicates OL has it's own protocol set or subset.
If the protocols above look ok, post a screen shot of the protocol list - there might be an OL: specific protocol ... I just don't have the means to check it on my machines.

I don't see anything that would help, but I'm working on old memory (if it's not in the list, I'd have to recall what that might be).
I'm shooting in the dark, so please bear with suggestions I'll make.
See if turning off automatic hyperlinking has any affect.

Automatic hyperlinking is turned on by default, but you can turn it off.
Outlook 2010
1. Click the File tab, and then click Options.
2. Click Mail.
3. Under Compose messages, click Editor Options.
4. Click AutoCorrect Options, and then click the AutoFormat As You Type tab.- To turn off automatic hyperlinking, clear the Internet and network paths with hyperlinks check box.
- To turn it back on, select the Internet and network paths with hyperlinks check box.

It might be helpful to see the actual code, but I think it's related to the way MS processed URLs in earlier Office and Outlook.
Link keeps cropping up from the recesses - MSO had it's own Link definition for URLs ...
I'm fairly sure that there is a configuration option that controls how URLs are handled in MSO, but .... these are really old memories in an ancient brain
If you can export/save the msg as a text .eml file and are willing to post the content
BE CERTAIN to remove all eMaill addresses (sender and recipients) from the file BEFORE posting it.

Not true. It also happens with Outlook 2003 and IE11 and Windows 10. I have posted the problem in this forum and in the MicroSoft forum. And if you read the other posts you will see that it also does not work with Outlook 2007. Apparently , the only one that does work is Outlook 2016.

You might try disabling IE 11 in Control Panel > Pgms & Feat > Turn Windows features on or off
Restart the machine, then re-enable IE 11
go through the motions of setting IE as your default browser and see if there is any change.
If that did not help, see if there is a repair option for Outlook in Pgms & Feats - repair Outlook if that option is available.
It might just take a registry kick to make this work.

Just tried it SlartyBart. Turned it off, didn't help. Turned it back on, didn't help. Keep in mind these are on emails I receive. If I send myself and email with a link, the link doesn't bring up IE, but same for ones sent to me. See next note.
Outlook won't let me save in that format, but it will let me save in .txt. Here's one from this forum, but I don't think that tells you anything you don't already know.
