I have just done a major Windows update from 1709 to 2004 using the Windows Download Tool. Everything seems to be working fine, except that Google Chrome take ages to load - 5 minutes or more. I don't want to reset it as it has many settings that would take a long time to redo. GC is up to date. It only started happening after the Win update.

Uninstall GC and reinstall it.
My experience has been that sometimes happens with other browsers after upgrade. Best to reset or uninstall and reinstall as recommended above.
You may want to check the Event Viewer in the Control Panel and also check Windows Reliability Monitor for possible errors - but the chances may be slim.

In the last couple of days GC has been OK, but IE and Firefox and (old) Edge has started being slow to start. I'm going to hold fire for the moment to see if they improve. However, I will investigate the Reliability Monitor.
Edit: the Reliability Monitor shows nothing unusual that relates at all to this issue.
Update: in the past few days I've noticed that occasionally all browsers are showing 'suspended' in task manager when they are first run. In order to make them run I have to end task then re run. This seems to happen with all browsers (not other programs, as far as I can tell) but only on occasional days. This is also only since I have updated to Win 10 ver 2004.
It looks like MS is unable to resolve this problem for a long time because exactly the same issue occured 4 years ago. Forum newbie here - stumbled across this thread when looking for a solution to a similar problem and thought I'd post my findings.
My i9-9900k system was taking 8 seconds to load Chrome and causing Firefox to display a blank white screen for a similar length of time before bursting into life. This problem appeared after I upgraded to the 2004 version of Windows 10 Pro.
I did find the cause and a work-around in my case and I thought that it may help some people with the same issue.
My home-build machine uses an ASUS motherboard (ROG Maximus XI Hero) which uses two apps:
- Sonic Studio
- Sonic Radar
Both of these use a set of services which begin with the name "Nahimic". Stopping those services allowed instant starting of Chrome and Firefox again.
Uninstalling both of the above apps gets rid of the Nahimic services permanently, but there does seem to be a bit of a downgrade in sound quality at high volume levels which I'm happy to live with in return for my browsers working properly again.

Wow! I had the same exact issue and I never would of guess it was sonic studio causing it lol. I have the same Asus Motherboard, but I use a USB soundcard for splitting my audio anyway, so hopefully I wont notice any sound quality changes. I had to uninstall because when I tried to force close "nihimic" it would just reopen. What's funny is this did not start until after the windows 20h2 feature update.
The first thing you have to do is to update your browser, get the space arrangement in your computer by going to task manager, and if requires clean it. Just have the chrome clean up tool to refresh the browser.
