I have two gmail email accounts and one icloud email account.
All are accessable for sending and receiving on iPhone, ipad and pc (windows 10, Mail)..except for the icloud email account which shows icloud settings are out of date on pc!..Any ideas?

Have you review this document. It was published in Feb, maybe they made a change to settings or are now requiring an app password.
Any chance you recently turned on 2FA on your Apple account? That for sure would necessitate and app password.

As Caledon Ken states, with iCloud you require an app specific password on less secure apps.
Double check that you have two-step authentication enabled, if so then you do require the app specific password.
