Difference between "Create a Shortcut" & "Pin this Tile to Start Menu"

I have several desk top tiles(Apps) that do not work properly, when clicked on to open. Instead when they do open they automatically just default to a Microsoft search engine instead of the desired "App". To reinstall the "App" again I have to google the desired web site and then when it is open on my desktop, I select Menu from the 3 dots in the upper right corner and in the Menu drop down menu I get under the "More Tools" button either an option to Create a "Short Cut" and other times I get the option to "Add a Tile to the Start Menu". I then open the Start menu (lower left corner) and click on "All Apps" and sometimes the selected web site appears under the tab at the top of the screen entitled "Recently Added" and sometimes it doesn't. When the new app appears under the "Recently Added" screen I am able to right click on it and "Pin to Start Menu" . I added "AD Blocker" and "Ghost" recently which may have messed up my settings. I do not want to reinstall windows to avoid having to reinstall all "Apps", Favorites and software programs i.e. Microsoft Office, Outlook, Turbo Tax for past 5 years etc.

    1. So why do I have 'Apps" that stopped working and now just default to a search engine website.
    2. Why do I get option to "Create a "Short Cut" and other times I get the option to "Add a Tile to the Start Menu" when I
select Menu from the 3 dots in the upper right corner

This sounds as if you are creating a link to an internet web page

This is one of the choices you should get when you right click on a shortcut to a Windows Store App or a program executable.

Can you please post screen shots of the two conditions?

Simplest thing to do might be an upgrade repair. See link, or search the tutorials section for "Upgrade repair"
