If you exported your Favourites from the old machine's IE using the export function: Menu > File > Import/Export, then you use can the same menu operation to import them back into IE 11 on the new Win10 installation. Having done that, you might be able to use Edge's feature to copy favourites over from IE.
I used Explorer to copy the favorites from XP to a flash drive, the Explorer again to copy them from the flash drive to C:\Users\(user name)\Favorites on W10.

How to copy my Favorites from Microsoft Edge? I transported my favorites from Internet Exporter to Favorites in Microsoft Edge so I want to copy them so I can put them into me other computer.
I am transferring Favorites in Internet Explorer 11 on Windows 7 computer to a Windows 10 computer.
Is it better to export them to a USB Drive or use Windows Explorer and just copy them?
