It is happening because Google Earth is trying to start with Windows but going wrong. I assume that there is a setting within the application itself to start with Windows.
If it does not run well enough for you to be able to get into it and sort it out, the easiest remedy would be to uninstall it.
You could check
Start menu - CurrentUser "%userprofile%\AppData\Roaming\Microsoft\Windows\Start Menu"
Start menu- All users C:\ProgramData\Microsoft\Windows\Start Menu
and you could run
AutoRuns for Windows
but it is still all going to boil down to getting inside the application to fix it or uninstalling it.

I use Google Earth myself (Desktop application), for many years.
What that dialogue means is the Application install has somehow got corrupted, or maybe just the cache or video driver.
Items 1, 2, 4 are Google Earth components/options.
3. Is actually for Windows, ignore that at the moment.
You may want to save your My Places to a file before doing anything else.
Two basic Options:
1) Help > Launch Repair Tool.
If that is not available then 2) Uninstall and then re-install Google Earth would be the easiest.

Choose "Download Earth Pro on Desktop" go thru the usual blah blah.
