On Dalchinas screenshot of edge it shows he can minimise and hover over more than one page.
Look closer, he has only one tab in each of the 3 screens, just like mine. So he and I posted with 3 separate windows minimized. Yours has one window with 4 tabs and each tabs is visible on a hover. This is not a feature on Edge, Firefox or Chrome which I have tested on all, plus PaleMoon. I think it's because of the extra system resources used to keep in background. Just as easy to reopen the active window and click desired tab = 2 clicks.

Try tab stack chrome extension. (Install in Edge)

Stack Tab - Chrome Web Store

Assuming that you are using new Edge.

I just did it by opening the new Edge then right-clicking the Taskbar icon for Edge and selecting Edge from the context menu/list, got 4 open and minimized 3 with no issue. There's also the right-click of that icon and Close all windows.

After reading this again the answer I gave was for multiple instances/copies of having Edge open but maybe the question is about multiple Tabs or sites open in the only instance of Edge so that answer would be No. The only control for a Tab is to close each until only one remains which then closing it would close the program.
