Today when I opened mail, I see a banner message which reads 'Your Account settings for <my mail id>@gmail.com need to be updated.' with two buttons 'Update Now' & 'Dismiss'.
Is that normal?

It is something that recently started happening to me too. Make sure to click on Dismiss. I have clicked Update Now 3 different times and after doing so, I would not get a notification for emails, until I maximized the Mail app. And then it would only show up in the inbox. No action center alert.
If you clicked update already, you will have to follow the steps I posted here.
Emails not showing in Mail unless in view.

I will ensure to hit the Dismiss button whenever that banner shows up...lesson learnt...hahaha.
