Microsoft is testing a 'hidden mode' for Fluent scrollbars (the scrollbars thumb only appears when scrolling:

You can enable them with a command line flag:

--enable-features=msOverlayScrollbarWinStyle:scrollbar_mode/minimal_mode

working on my version
but the scroll not hidden completely only get smaller and the background hiding
