Disabling that flag also worked for me, it fixed both issues (Startup and the annoying screen).

Apparently Edge developers have already made a decision, the flag that allowed to enable these 3 options has been removed (in Dev and Canary), and the option that appears by default is the second one: "Show unpin and close buttons":


IMHO, that's the best and clearest option for the average user.
