Once downloaded in (half)installed any feature or change can be enabled/disabled by changing simple flag in Registry, takes but a second to do it.
I agree with that of course.....but (sorry to bang on) what actually instigates the change?

Not what but who and how. There are a lot of up/downloads that take place without us knowing. Could be with Security intelligence updates or some other means. If not disabled, even APPs update without specific info, sometimes drivers too as well as microcode.

Except that I've got my machine set to ASK to allow all updates:

That's also were sudden changes happened. For some time I (and others)was trying to change as I don't want or need anything on top but gave up and don't pay attention to it any more, too insignificant.

No what I mean is, no changes should be able to "sneak" in without my permission - even Security Intelligence Updates ask to be installed via a notification, so how an Edge change can possibly sneak by mystifies me even after all this to-ing and fro-ing!

If you mean Windows > Settings, as opposed to Edge THAT requires a CU to be installed to happen

I'm actually gobsmacked at all this!
I was a Tester and everywhere I worked, once a stable release was sent to customers, it was sacrosanct. Any bug fixes, feature updates or whatever, needed a patch to be installed, usually with the customer's cooperation.
It happens without a CU. Just before Xmas I think in the RP channel in one day it disappeared and later in the day reappeared with a different configuration. No CU involved.

There was also case with Tabs, that was also somewhere/sometimes off some on.

Is this connected to the Experimentation flags in Windows? I think I recall a discussion on all that recently, but there are a couple of links.

    Remove MS Allow Experimentation.

In the build released today in Canary there is a minor change in the (unofficial) "extensions toolbar menu":
    Attachment 315233

This might be an insignificant change that would not be worth mentioning if it weren't for the fact that this means that Microsoft has started making modifications to that menu, this could mean that they are finally going to offer the option to enable it.
This is the "new" Edge's extensions toolbar menu:

For reference, this is how it looks Chrome's extensions toolbar menu:
