Beta, Dev and Canary (at least in my case). It's not available in the stable version.

PS, it seems that it only works with some Microsoft sites (Microsoft news and Bing).

I am on latest Beta but could not find anything in Flags.

I added Bing.com but do not see those new/extra options.

Can you give me an example it works on, thanks.

Click on the tile where new sites are added and add any of the two suggestions that appear there:

Interesting... I thought the suggestions were available to everyone, so it must be a "controlled feature roll-out".
