Since there seems to be no way to get the password controls to work, I'm going to ditch this browser today. I don't want to switch on and find that I'm still logged in.
With these settings Edge offers me to save passwords but does not automatically sign me in on a website at startup. What it does is, when click on website username Login, it highlight the username and password, I can then click on it and it sign me in. It take a little time to work it out and use it but it works.
On Settings>Site Permission>Cookies and Site Data, Clear on Exit, click clear all browsing data on closing.
I keep all On but for Passwords and Site Permission, that I do not wish to disable otherwise my password and my whitelisted site permissions will be deleted.
I'm actually getting somewhere, Pulcinella, thanks. If I log in to a site, it stays logged in if I move to another site and then back, but if I close the browser, I have to log on afresh.

I now have both edge and Firefox on this machine and now can choose between them.
I found that disabling everything stopped me from signing on to any website.

Edge does not keep the cookies I allow for websites I whitelist on Privacy&Security> Site Settings> Cookies and site data.
Despite I do not clear site permission on exit nor on CCleaner on PC startup.
This really bugger me. No problem with Brave on this regard, which is chromium based.

Oops, errata corrige,
The above issue is not Edge fault, It is the fault of the TV guides websites I use that do not keep the preferences.
