3 Major Problems - #1 How to STOP Chrome Popups in Lower Right Corner

I've found that giving multiple problems in a single post never seems to work.
    I'm running Windows 10 1903 (OS Build 18362.535) 64 bit and using Chrome 79.0.3945.88

I've tried everything to stop these popups - My Norton subscription just ran out today (yeah, right), How To Choose Your Best Diet, Single Women Online, et al..., ,
I've gone into Settings, typed POP into search settings, gone into Site Settings and made sure that 'Pop-ups and Redirects' is set to Blocked (it already was). On that same page I set Notifications to Blocked. Ads are set to Blocked on sites that show intrusive or misleading ads.

I have run Adwcleaner 8.0.1 and quarantined a few PUPs.

None of it has made a difference. Sometimes I can't even get to the bottom of the settings menu, because Coolmeet Chat is assaulting me with a popup that hides the menu. I even had to scroll down here so I could click on Submit New Thread.

You're dealing with site push notifications, you need to block them in Chrome settings...

I would also clear all browsing data except passwords (for all time), then reset Chrome, run their cleanup and finally run Malwarebytes.

Are you telling me that I have to take steps to individually block every single one of these damn pop-ups? There must be hundreds.

Then you'd go to Chrome Settings/Privacy and Security/Site Settings/Notifications toggle the switch to Off to block all...

As you can see, Notifications are blocked, which I mentioned in the original post (end of 2nd paragraph).

Yeah, you got other problems, that's definitely a Windows notification!

A Chrome based Push Notification looks different...

You've lost me, Edwin. Are you telling me that in the screenshot I posted in #7, the popup in the lower corner - the one saying that I may win an iphone - is a Windows notification? Why would Windows be notifying me about something like that?

And if you're telling me that it's a sympton of other problems, well what do I do about it?
BTW I have already run Malwarebytes. Nothing of any substance found. And I've noticed that these popups continue even after I've exited Chrome. Whatever popup is in the corner, stays in the corner although I have no Chrome tasks, no Edge tasks and no IE tasks running. And from inside the popup, clicking the little arrow to the right just takes me to yet another. I find it mind-boggling that these advertisements are from Microsoft.
