Hi,
I have exactly the same issue with a user of mine.
tldnr version - update the graphics driver.
User is on a relatively new HP laptop with SSD, and Intel UHD Graphics 620.
She was running Build 1809 Win 10 Pro 64 bit
I tried:
Uninstall and Reinstall Chrome
Tried --disable-gpu switch - no effect
Tried --force-dark-mode switch - no effect
Thought it might be the graphics driver, looked for update via HP Support tool, no driver update (and images in other apps display fine)
SFC /scannow - nothing found
Updated JAVA - no effect
Ran full AV scan (Windows Defender) - no issues found
Old IE runs fine
So I updated the users Build to 1903 - no effect, problem persists
Ran a full ADW Cleaner scan - found some PUP's - cleaned, no effect on browser issue.
Repaired and then reset Edge in App Settings - no effect
Uninstalled Adobe Flash - no effect
Saw a random forum comment from a non English speaker saying he had "updated the driver" (which driver would've saved us time)
I had been using the HP Support Assistant update tool - which did not list a video driver update.
I went to the HP Support page for this laptop and got a different driver for this Intel chipset - that fixed all issues.
I should also note, that I initially installed Windows 10 via USB from a Microsoft ISO download, and just used the MS supplied generic UHD driver - it seems that video driver has some issue with displaying webpages properly.
