Hate to tell you but Windows Live Mail is no longer supported and sooner or later it stops working correctly in Windows 10. I had used Windows Live Mail for many years and had used it on my Windows 10 computer for several years but with the upgrade to v. 1903 it ceased to fully operate. Made me sick! I switched to Thunderbird by Mozilla and really do like it. Takes a bit of time and playing around to get used to it but now I do like it alot. It is FREE of course.
In Live Mail go to top left of main window file/options/safety options/security/download images.
I believe those settings control if, and how HTML in emails is downloaded and displayed.
And yes I am aware of all the reasons that I shouldn't still be using Live Mail. But I do.
And it still works just fine in even the latest release of Fast Ring Windows 10 Pro Insider.

I dont think it will matter what browser you use. If you like chrome, consider trying the new Edge browser based on chrome.
