My phone (Lumia 640 dual sim Windows 10) is with same provider but separate account and has only 1GB for internet so when at home I use WiFi to connect to internet. I can also use SIM card from modem/router in the phone when I go out for longer time. I don't trust that free public internet that seems to be everywhere nowadays, bus stops, parks etc.
I never use wifi (apart from my tethered hotspot) unless I'm somewhere with zero mobile coverage ( I have two phones on different networks for redundancy).

It's purely a speculative hunch but the fact that your ISP is giving you problems with accessing its own website with any DNS other than its own would suggest that is an avenue worth pursuing.
Can't really mark the thread solved until we find out what the real underlying issue is...

Just wanted to throw this in here. Mike, this is a nifty quick small app from Nirsoft to switch your DNS on the fly without messing with the adapter settings, or anything else. Suggest also that you do a IPCONFIG /FLUSHDNS

Interesting but doesn't seem to change DNS in IPV4.

Works here fine. I had Cloudfare:

Switch it to Google, with these options (F7)

    Then switched it back.

Oh sorry, I didn't see the right click menu, it works now. Still only auto DNS lets me open VIP site.

Is it doing it with both the phone (via wifi hotspot) and the router (with the second SIM)?
If not then that offers a glimmer of hope that your ISP isn't slowly taking over your life...
