The list goes into Google contacts which should sync if you have Android phone

I do not want to sync with Android cause I have not such one. I want to make a list I can read from, an updated list. (Just as a phone book).
This was my question. Is it possible, if yes then how.

One of my gmail accounts won't send emails anymore (via Outlook 2013). Whenever I try, I get this error: 0x800ccc81 -- I can receive emails for this account, but not send them.
This account was sending emails fine a few weeks ago, but not now....
Is there such a list - to save me searching each time.
