Why the “continue to this website” option is not offered?

Why the “continue to this website” option is not offered for particular web site?

In the screenshot below, I couldn’t figure out why the “continue to this website” option is not offered for “g1” web site while it is available for “L1” site.

What could be the issue here?

Click on more information. It's hidden there. No idea why, but that's what I've seen

The security certificate is out of date as it states

True , but usually you can add a (temporary or permanent) security exception. In the case of the OP is it not there.
I have seen this phenomenon on managed machines.
