Outlook persist to load despite offline & scheduled send receive off

I opened a previous thread about how to stop outlook from trying to check for mails since i am using VPNs now and that lead to microsoft believing my emails are compromised logging from different parts of the world and start suspending them.

I managed to set outlook to offline but it didn't stop it from syncing , then I had the suggestion to stop scheduled send / receive from advanced options .

so far it stopped syncing mails however for a mysterious reason the app itself manages to constantly load in system tray for no apparent reason , previously i would gather that is it doing the scheduled send receive , but now why is it constantly loading for no reason ?

    Hi there
I'm not sure why emails from any recognized legal domain in any part of the world - even N.Korea !! would be blocked by outlook itself.
Some rather less free countries than I think most of us here either in Europe, N.America, Canada, 'OZ, NZ etc are used to might well place some controls on internet usage but that's another issue.

The easiest way to stop Outlook from sending and receiving is in the properties is to uncheck the automatically send and receive at starting Outlook -- go to options and select what's appropriate for you.

    Cheers

I have already done that as i mentioned in opening thread along with setting outlook to offline , the problem is outlook keeps still loading on schedule , i.e being visual in system tray , doing something for a while then unloading itself for a mysterious reason , i am not even sure if that is it syncing mails or just running on schedual yet do nothing , or being controlled by something else so what to check for now ?
