Yes it's possible that one of your computers/phones/router or any other device has a bot or virus but if this happened as soon as you got the new IP I would have to say in your case probably not but it is worth checking.
My guess is that whoever screwed up that IP probably went threw the steps to get a new one.
There was a nasty botnet that effected ISP routers in Europe and Oceania and New Zealand was one of them.
Well if your ip address isn't static then it could easily be blacklisted based on the activities of someone it was assigned to previously.
Sometimes whole blocks of WAN side IP addresses can get blacklisted, so it depends on how your ISP assigns them after you reboot your router.
One would hope that they randomise it a fair bit...

Just check my current ip address and it's on two blacklists. No problem with cloudflare though. I do use Cloudflare DNS.
