    It seems that Microsoft has enabled the new layout of the settings page for everyone and also the dark mode and the new options to control the news feed on the NTP.

    Yea I got the new tracking prevention design. Also the syncing area has been redesigned.

    This change in the omnibox (Canary) is much more noticeable when dark mode is enabled:

    It seems that this is a change at Chromium level, I have seen a complaint about this in the Microsoft community, so they may reverse this change (as they have already done with other changes).

    79.0.286.0 (Official build) canary released. They appear to have redesigned the settings.

    Another change I notice is the way the url is displayed in the omnibox. Its all one colour now instead of highlighting the domain name.

    Tab Groups seem to be enabled by default; they are not visually distinctive and I find no way to disable them.
