Delays in responses

Hi all,

I was using Win 7 x64 and for modernity's sake migrated to Win 10 x64.
Because of my location, Iran, I must use a VPN in order to connect with the majority of websites.
It was good on Win 7 but now although I use the same VPN and my bandwidth is even higher, when sure the web by chrome, it gives the pages in a while. That is, with delay.
For instance, when I click on a website, for instance linked-in, for about several seconds it keeps silent with no response, then after that it itself connects and shows the website. For the majority of websites it's that way.

I can remember something related to changing the default gateway or like that I changed on Win 7 then it worked fine but can't recall it accurately.
There's a delay of several seconds until the browser gives the page and also at times, I must refresh it (F5) so that it goes to the page!

Most of the time from when I click an address and the browser brings it to me consumes for "connecting":
