Yes tried that and it made no difference. I have just found that it will open if I select to run as administrator but that still doesn't sort why it won't run normally

Could be a permission issue then. You can download process monitor https://docs.microsoft.com/en-us/sys...nloads/procmon
- Launch process explorer
- Click Filter > Filter...
- You'll need to add a filter for "Process Name" (first drop down) is iexplore.exe
- Click Add then Apply and close the filter window
- Try and open Internet Explorer (you should get a bunch of events)
- Press ctrl + e to stop capturing
- Go back into Filter > Filter... and add Result is ACCESS DENIED
You can ignore any access denied for mui cache, winsock and system certifcates. If there are any other access denied those could be the reason it won't open.
You want to look for ACCESS DENIED.
So it finally works again. I ran another process monitor session and it through up 2 entries for Rapport software and, funnily enough, I only installed it just before the rpoblem started. After removing Rapport all works well again.
