MS IE and MS Edge won't play nicely

This reopening of apps that were left open when you shut down was a new feature quietly introduced in 1709. Apps that are capable of registering for a restart will be reopened. IE is one such app along with MS Office and many others. Chrome will restart, as will the recent versions of Firefox. Wordpad does, Notepad doesn't. Edge along with all other modern Windows apps cannot register to be restarted.

Sorry about that. I found no difference whatsoever with all the suggestions I have gotten. The very first thing I did was the in place upgrade repair. There were a number of problems caused by a defective repair that had been attempted before the machine was brought to me. I just talked to the owner. He is damn near refusing to try Chrome instead of IE. His excuses are so weak. He says he doesn't think chrome is supported by Norton, or any other web sites.I told him to quit F-ing around and at least try it instead acting like a little B-boy. He already admits he is computer illiterate.

I don't think anyone has yet suggested resetting IE to its defaults.

Chrome can be something of a memory/cpu hog, I don't blame him for not wanting it. Firefox is a good alternative to IE/Edge.

I had already done the IE reset as well. I didn't help. The one thing I noticed, and mentioned, is that after a restart, IE loads very fast. Also in safe mode, it also loads fast. But under normal conditions, it loads like a runner with lead shoes on.
So- my impression is that something is interfering with whatever steps IE goes thru in normal processes. Perhaps Norton, or Windows Defender, or Malwarebytes is a bit too slow scanning items during opening. But in task manager, while IE is opening, disk usage is at 100%.

Try opening IE with extensions disabled. Use WinKey+R, browse to find iexplore.exe then after the final quotes mark in the Run command add the option -extoff before running.

If that works fine, then look for and disable all extensions in IE, re-enable them one by one until you find the culprit.

Did that too, no joy
