Yes @huffman, either temporarily or permanently. Press the Alt key to bring it up temporarily, then you can select 'View > Toolbars' and tick 'Menu bar' to make it permanently visible.

My personal preference is not to have a Menu bar - that way I get more room to display the web pages. On the few occasions I need to use the Menu bar, then I use the Alt key to bring it up.

That also works the same way in Firefox.
