I agree, I have the same behaviour. They do seem to update depending on what sites I use most often.
Thanks for confirming that this seems to be 1809 related. Having my most frequently used sites in a fixed order was really useful.
Think I might report it via Edge as a 'problem'.

Yes it's frustrating not being able to drag your pinned sites to keep related ones next to each other. Have to do the delete/replace dance.
What I'd like to see even more, would be the ability to add 3 or 4 additional rows of favorite/top sites. There was a "hack" for doing this in Internet Explorer in Windows 7. Maybe there's one for Edge too?
Not possible in Edge, no matter how many have asked for it in the feedback hub...

Which is why I prefer Firefox, or even Internet Explorer over Edge.

Thank-you Bree. It's too bad that EDGE is still so "bare-bones", even after 3 years.
By the way...does anyone know how to stop EDGE from starting when the P.C. starts? My CCleaner always asks me if I want to close EDGE. It asks this even if Edge is not visibly running.
